SAN DIEGO (September 25, 2025): Higgs Fletcher & Mack (HFM) is proud to welcome attorney
Justin T. Carter to the firm’s employment litigation practice, effective September 10, 2025.

His defense practice is shaped by his prior experience representing plaintiffs in complex employment matters. He played a central role in securing a landmark eight-figure verdict in a single-plaintiff sexual harassment trial that withstood post-trial challenges, and has handled high-stakes class action litigation, including a case involving more than 140,000 putative class members.

He has argued more than 30 motions and ex parte applications, conducted and defended depositions, and served as lead counsel in mediations resulting in multiple six-figure settlements. His litigation experience spans the full lifecycle of litigation, including pre-trial strategy, motion practice, evidentiary hearings, trial, and post-trial briefing.

A San Diego native, Mr. Carter earned his Bachelor of Business Administration from San Diego State University and his J.D. from California Western School of Law.
